Terrain and architecture description: Sa'Sai was originally built around a small oasis on the edge of the desert. It has come to be almost as important a stopping point on the Dragonborn pilgrimage as Thul*Sazar. They city does not collect taxes, but merchants will 'donate' monies in competion of becoming the city's ruler for one year.

Government:
The government of the city is a strange blend of mercantilism and theocracy. The merchant that donates the most money to the upkeep and expansion of the city is called the K*Lifa "Holy gatekeeper" and is considered the ruler of the city. The money donates to the city must be used for chartable pursuits, such as building temples and feeding the homeless. This mirrors the legend of the first Dragonborn to make the pilgrimage to volcano. He left his belongings near the oasis and when he returned, he found followers gathered there.
